The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge construction dewatering effluent from the Nuuanu Reservoir No. 4 Dam Improvements located
0.25 miles northeast of Nuuanu Pali Drive and Pali Highway Intersection; 4 miles northeast of downtown Honolulu on Pali Highway project site, to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.
The project is located 0.25 miles northeast of Nuuanu Pali Drive and Pali Highway Intersection; 4 miles northeast of downtown Honolulu on Pali Highway, Honolulu, Island of Oahu, Hawaii, TMKs (1) 2-002-054:001.
The proposed project consists of repairs to correct operational deficiencies of Nuuanu Reservoir No. 4. Dewatering is required to perform the physical repairs. Inspections of dewatering activities, sampling and testing of dewatering effluent, and proper design, implementation, operation, and maintenance of the Site-Specific Dewatering Plan shall be performed to ensure that discharges of dewatering effluent will not cause or contribute to a violation of Hawaii Administrative Rules,
1Chapter 11-54, Chapter 11-55, and Chapter 11-55, Appendix G.
The receiving water, Nuuanu Stream and Lulumahu Stream, are classified by the DOH as a Class 1, Inland Water. It is the objective of Class 1 waters that these waters remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source. To the extent possible, the wilderness character of these areas shall be protected.
Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at: cleanwaterbranch@doh.hawaii.gov or by mail at P.O. BOX 3378, Honolulu, Hawaii 96801-3378.
Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road #225, Pearl City, Hawaii 96782. Copies may be bought. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
