The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity from the Pali Highway Resurfacing, Waokanaka Street to Kamehameha Highway, and Pali Highway Lighting Replacement, Vineyard Boulevard to Kamehameha Highway project site, to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.
The project is located at Pali Highway, Vineyard Boulevard to Kamehameha Highway, Honolulu, Island of Oahu, Hawaii, TMK: (1) 1-8-006; (1) 1-9-007; (1) 2-2-011, 020, 021, and 054. The purpose is asphalt road reconstruction and installation of concrete median barriers, guardrails and end treatments, curb ramps, light poles and traffic signs. Construction activities include removing existing asphalt pavement, reconstructing asphalt pavement, overlaying asphalt pavement, installing guardrails, installing light poles, constructing concrete median barriers, replacing old signs, curb ramp reconstruction, and removing and installing pavement markings.
The receiving waters, Nuuanu Stream, Nuuanu Reservoir, and portions of Makuku Stream, are classified by the DOH as a Class 1, Inland Waters. It is the objective of Class 1 waters that these waters remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source. To the extent possible, the wilderness character of these areas shall be protected.
Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through E-mail at cleanwaterbranch@doh.hawaii.gov or by mail at P. O. BOX 3378, Honolulu, HI 96801-3378.
Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road, Room 225, Pearl City, HI 96782. Copies may be bought. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
