NOTICE OF CONSULTATION
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966
AS AMENDED (2006)

ALA MOANA TRIBUTARY BASIN SEWER I/I RELIEF
AND REHABILITATION PROJECT, WILDER AVE OFF-RAMP

Notice is hereby given that the City and County of Honolulu Department of Environmental Services, Wastewater Engineering and Construction Division proposes a sewer relief and rehabilitation project. As a portion of the project is within a Federal Highway Administration right-of-way of the interstate highway system (H-1), it will be considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).

The proposed project would reroute the sewer on the mauka (inland, toward the mountains) side of the freeway by installing a new 8-inch diameter sewer line in the vicinity of the Wilder Avenue off-ramp and disconnecting all sewer service that crosses into the freeway area. The area of potential effect (APE) is the project’s footprint, as shown in the map below. The APE is approximately 0.93 acre. The APE is 904 feet long and includes portions of Wilder Avenue, Dole Street, and the H-1 freeway right-of-way. Ground disturbance for utility installation within the APE will extend a maximum of 9 feet below ground surface.

Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact the Department of Environmental Services. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact the Department of Environmental Services and share information they may have on historical and cultural sites within the proposed APE. We welcome any information and ask for responses within 30 days of this notice.

In addition, interested consulting parties for the project are invited to attend the 10:00 am 8 February 2023 monthly meeting of the O’ahu Island Burial Council (OIBC) in the Department of Land and Natural Resources Kalanimoku Building boardroom.
