Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highway’s Division proposes safety improvements to a portion of Farrington Highway. This federally funded project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The proposed improvement and the Area of Potential Effect (APE) encompasses a 4.13-mile-long stretch of Farrington Highway from Pohakunui Ave (Nanakuli) to its intersection with Interstate H-1 in Kapolei.
The APE measures 4.0 linear miles or 50 acres and construction will be entirely within the State Highway right-of-way.
The undertaking will include installing median barriers where warranted (including converting temporary barriers into permanent) and identifying locations for, and installing, rumble strips in the outside shoulder. Shoulder widening improvements up to 4 feet on each side of the existing pavement, adjustments to existing manholes, and installation of new signage will also be undertaken. Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural knowledge or concerns for, and cultural or religious attachment to the proposed project area are requested to contact Mr. Robert Sun via email at
