NOTICE OF KAMEHAMEHA HIGHWAY, KAMANANUI ROAD AND WILIKINA DRIVE REHABILITATION WEED CIRCLE TO INTERSTATE ROUTE H-2 PROJECT
The State of Hawaii Department of Transportation (HDOT) is proposing an amendment of the existing noise variance that covers pavement reconstruction on State Route 80, Kamehameha Highway, on the Island of Oahu. The additional area to be covered by the noise variance occurs along Wilikina Drive and Kamananui Road. This phase of the project is estimated to begin in October 2021 and is expected to be completed within 1 year.
The purpose of the project is to reconstruct the State Routes 80 & 99 asphalt pavement to maintain existing highway infrastructure. The extent of ground disturbance will be limited to the existing paved area. The project involves no expansion or change of use beyond that previously existing.
The main constraint to pavement reconstruction on the State Route 80 & 99 is the ability to maintain travel lanes during peak periods and minimize the overall disruption to the traveling public throughout the project duration. To achieve this goal, the project will require working at night. The majority of the lane closures will have to be conducted during the overnight hours to minimize major delays that daytime lane closures would cause. Therefore, HDOT has applied for a Community Noise Variance. HDOT and its contractors will make every effort to minimize the times, duration, and intensity of use of equipment to minimize noise impacts to the community.

This notice is being provided in accordance with the Hawaii Administrative Rules (HAR 11-46-8). HDOT field personnel and the contractor will monitor all equipment and construction activities on the active job site to ensure the use of appropriate noise abatement measures.
