NOTICE OF CONSULTATION
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
HURRICANE LANE ROADWAY REPAIRS PROJECT
HILO AND KOHALA DISTRICTS, ISLAND OF HAWAII
(LOCATIONS IN NORTHERN AND EASTERN HAWAI’I ISLAND)

Notice is hereby given that the Federal Highway Administration (FHWA) and State Department of Transportation, Highways Division (HDOT) have and will continue to make emergency repairs to State Highways in Hawaii County following heavy rains, flooding, and landslides due to Hurricane Lane. The construction is primarily within the State Highway-Right-Of-Way. Repairs vary by location but include debris removal, slope scaling, slope revetment, roadway and slope stabilization, pavement repairs, and road reconstruction. Repair sites with approximated milepost locations can be referenced on the map provided below.
Ongoing and proposed emergency and permanent repairs include the following:
State Route 11 (Volcano Highway)
1. MP 10.00: Emergency permanent repairs include driveway repair, culvert replacement, ditch repair, masonry repair, embankment restoration, and shoulder and swale restoration.
2. MP 15.67: Emergency repairs include shoulder and driveway reconstruction. Permanent repairs include rock and tree stump removals.
State Route 19 (Mamalahoa Highway)
3. MP 3.24: Emergency repairs include Grouted Rubble Paving (GRP) slope protection construction.
4. MP 3.63: Permanent repairs include GRP slope protection construction.
5. MP 6.50 (Kapue Stream Bridge): Emergency repair of concrete supports.
6. MP 6.69: Permanent repairs include GRP slope protection construction.
7. MP 7.10: Permanent repairs include mechanically stabilized earth (MSE) wall and GRP slope stabilization construction.
8. MP 11.50 (Makea Stream): Emergency repair of box culvert wing wall and stabilization of earth slopes.
9. MP 12.80 to 13.10: Emergency repairs include debris removal and rock scaling operations.
10. MP 17.90: Emergency repairs include debris removal and rock scaling operations.
11. MP 19.49: Emergency repairs include debris removal and rock scaling operations. Permanent repairs include GRP slope protection construction.
12. MP 21.31 to 22.10: Emergency repairs include debris removal and rock scaling operations.
13. MP 26.15 to 26.70: Emergency repairs include debris removal and rock scaling operations.
14. MP 28.60: Emergency repairs include debris removal and rock scaling operations.
State Route 200 (Saddle Road)
15. MP 9.00 to 9.50: Emergency repairs include debris cleanup. Permanent repairs include drainage system improvements.
16. MP 10.50 to 11.20: Emergency repair include rock removal and roadway clearing.

State Route 270 (Akoni Pule Highway)
17. MP 24.00 to 28.40: Emergency repairs include debris removal and rock scaling operations.
Typically, a Section 106 consultation is performed with section 101(d)(6)(B) of the National Historic Preservation Act of 1966 (Amended 2006) (NHPA), which triggers consultations with the public, including Native Hawaiian Organizations (NHOs), prior to proceeding with an undertaking. In this case, emergency repairs needed to be performed quickly to ensure public safety in response to a disaster and the fixes are in various stages of completion. HDOT is providing notification of the undertaking and requesting any input regarding the undertakings effect on historic properties, committed mitigation measures, and/or review of the associated Memorandum of Agreement in accordance with section 106 emergency procedures (36 CFR 800.12 (b)(2)).
Kapue Stream Bridge is located on the State Historic Register as a feature on the Highway Belt Road Milepost 6.5 (SIHP # 50-10-26-09090) with significance under criteria under A, B, and C. Permanent repairs include repairing concrete bridge footings to reinforce the existing concrete piers and will ensure the stability of the bridge.
