PUBLIC NOTICE

As part of the Department of Defense’s (DoD) Military Munitions Response Program (MMRP), the U.S. Army and U.S. Army Garrison – Hawaii (USAG-HI) invite the public to review and comment on the Proposed Plan for the Kipapa Ammunition Storage Tunnels Munitions Response Site (MRS) in central Oahu. The Army is the lead agency responsible for environmental investigations and cleanup activities of this site under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The State of Hawaii Department of Health, Hazard Evaluation and Emergency Response Office is a supporting agency in the decision-making process.

The Proposed Plan for the Kipapa Ammunition Storage Tunnels (KASS-001-R-01) recommends No Further Action based on the findings of the 2015-2016 Remedial Investigation (RI) conducted under the CERCLA-driven MMRP. The findings of the RI determined chemical warfare materiel, munitions and explosives of concern, and material presenting a potential explosive hazard are not present at the Kipapa Ammunition Storage Tunnels MRS and do not pose a current or potential threat to human health or the environment.

MMRP sites are prioritized for response based on the potential risk posed to human health and the environment. An MRS assigned Priority 1 has the highest relative priority; while an MRS assigned Priority 8 has the lowest relative priority. Based on the hazard evaluation, the Kipapa Ammunition Storage Tunnels MRS has been prioritized as “Priority 6.” The prioritization determination was made in accordance with the DoD Munitions Response Site Prioritization Protocol, which focuses efforts on addressing sites with the highest risk potential, first, in order to efficiently and effectively expedite response actions and follow DoD policy.

The public is invited to review the Proposed Plan and information supporting the development of the prioritization score at the public repository established for the site, in accordance with 32 Code of Federal Regulations Part 170 requirements. The public repositories for the Kipapa Ammunition Storage Tunnels MRS are the Wahiawa Public Library (820 California Avenue, Wahiawa, HI 96786) and the Mililani Public Library (95-450 Makaimoimo Street, Mililani, HI 96789).

Comments on the Proposed Plan and prioritization should be submitted during the 30-day public comment period, which begins August 15, 2018, and ends September 14, 2018.
