NOTICE OF CONSULTATION

SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966

AS AMENDED (2006)

MANAGERS DRIVE AND HIAPO STREET INTERSECTION IMPROVEMENTS

Notice is hereby given that the Federal Highway Administration (FHWA) and City and County of Honolulu Department of Transportation Services (DTS) propose roadway improvements to the Managers Drive and Hiapo Street intersection. This federally funded DTS project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).

The proposed project is located in Waipahu, on the island of O’ahu, Hawai’i and consists of converting a temporary roundabout into a permanent roundabout at the Managers Drive and Hiapo Street intersection. The area of potential effect (APE) is approximately 2.41 acres. It includes the length and width of Hiapo Street roadway right-of-way that is 870 feet long and up to 60 feet wide, Managers Drive that is 820 feet long and 70 feet wide, a portion of Kaikua Place that is 85 feet long and 44 feet wide, and a portion of Kumua’o Place that is 85 feet long and 44 feet wide. The APE generally extends approximately 24-36 inches below ground surface with the exception of street light installation, which could extend up to 8-feet below ground surface, and improvements to the existing drainage system extending up to 10-feet below ground surface.

Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact DTS. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact DTS and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within thirty (30) days of notice.
