NOTICE OF APPLICATION FOR VARIANCE
RECEIVED BY THE
DEPARTMENT OF HEALTH
STATE OF HAWAII

Community Noise Control
Variance Application No. V-1263
Docket No. NR-VN-09

Pursuant to Chapter 342F-5, subsection (h), Hawaii Revised Statues, the Department seeks written comments from interested persons regarding the following variance application:

The City and County of Honolulu, Department of Environmental Services, Wastewater Engineering and Construction, 650 South King Street, 14th Floor, Honolulu, HI 96813 has applied to the Department of Health for a variance from Hawaii Administrative Rules, Chapter 11-46, Section 11-46-6(a), which states, “General Prohibition. Without a permit or variance issued pursuant to section 11-46-7 or 11-46-8, no person within the State shall operate, from any premises or land owned, rented, leased, occupied, or controlled by that person, any excessive noise source.”

The applicant proposes rehabilitation of the Beachwalk 42-Inch Force Main system by installing a cured in place pipe liner (CIPP) and carbon fiber reinforced polymer liner (CFRP) liner in the existing pipeline. Previous condition assessments found instances of corrosion along portions of the force main and the sections were subsequently recommended for rehabilitation.

The proposed work is at the Ala Wai Promenade and Ala Moana Regional Park. The curing of the CIPP liner will take approximately one overnight duration, from approximately 6:00 pm to 6:00 am. The environmental controls for the CFRP liner will potentially run 24 hours a day, 7 days a week for approximately 6 weeks. The construction contractor will provide additional information and specific dates of construction via letters to surrounding residences and businesses after they have been selected.

The Department of Health will retain and consider all written comments received not later than thirty (30) days after the date of this notice. If the comments received warrant it, the Department may hold a public hearing, after at least thirty (30) days public notice, on the variance application. The final decision will be made on the basis of the application, related documents, written comments and the public hearing, if any.
