PUBLIC NOTICE REGARDING SECTION 106 REVIEW FOR GEOTECHNICAL INVESTIGATIONS AT THE PROPOSED BATTLE ACCESS TRAINING SYSTEM (BATS) SITE, WHEELER ARMY AIRFIELD, OAHU ISLAND

The Unites States Air Force Pacific Air Forces (PACAF) is issuing this public notice as a part of its responsibilities under 36 CFR Part 800, the regulations implementing Section 106 of the National Historic Preservation Act of 1966 (NHPA), as amended. Section 106 consultation under the NHPA requires federal agencies, including PACAF, to identify and consider the potential effects of its actions on historic properties through a collaborative framework for seeking, discussing, and considering the views of the public.

PACAF proposes to conduct geotechnical investigation activities at a parcel located on Foote Avenue on the west side of Wheeler Army Airfield, Oahu (TMK (1) 7-7-001:001 por.). The geotechnical investigation includes five boring locations within a 0.3-acre work area. Drilling will be conducted by a truck mounted drill rig and each 4-inch diameter bore will extend to a maximum depth of 25 feet below surface.

Previous cultural resource assessments of Wheeler Army Airfield indicate that the project area has a low probability for traditional Hawaiian or historic archaeological deposits. There are no known historic properties within the project area. PACAF therefore finds that the project will not affect historic properties. If you would like to comment on the proposed project, the agency’s finding of effect, or would like to receive more information, please contact Daniel Ottenbreit, (907) 552-1544, Daniel.Ottenbreit @us.af.mil, within 30 days of the posting of this notice.
