The Hawaii Department of Health (DOH) is soliciting public comment on a renewal of a Post-Closure Permit for Island Energy Resources (IES) Land Treatment Facility (LTF) located in Campbell Industrial Park, 91-480 Malakole Street, Kapolei, Hawaii 96707.
The LTF was constructed in 1980 and operated until 1996. The LTF purpose was to biodegrade oily soils and other petroleum waste generated onsite. The US Environmental Protection Agency (EPA) issued a Resource Conservation Recovery Act (RCRA) permit for treatment of hazardous waste in the LTF on November 3, 1988. In May 1990, a No-Migration Petition of hazardous constituents from the LTF was submitted to EPA. Likewise, a LTF Investigation Report was submitted in March 1996 that confirmed no migration of hazardous constituents occurred from the LTF. The LTF was certified closed in December 1997.
This draft permit includes procedures for inspections, maintenance and repair of the cap that was placed over the LTF. Also, an ongoing annual groundwater monitoring is in place to further assure no migration of hazardous waste constituents.

An extension of the 45-day comment period may be granted if the request for an extension adequately explains why more time is required. If DOH receives written notice of opposition to the draft permit and a request for a public hearing within the comment period, a hearing may be scheduled. Notice of the public hearing will be provided at least 30 days prior to the scheduled date of the hearing.
DOH will address all comments received in a responsiveness summary and make a final decision after all comments have been considered. Notice of the final decision will be sent to each person who provides comments or requests notice of the decision.
