Final Public Notice for Potential
Impacts to Floodplains
RCA Trade Center, Inc. intends to seek financial assistance from USDA, Rural Business
Service (RBS) for construction related to the Marconi Point Agricultural Complex. The
proposed action consists of the new construction of four single-story agriculture structures
totaling 59,600 square feet of floor area. The project site is located in Kahuku, north
of Marconi Road and encompasses 3.67 acres of vacant land. RBS has assessed the
environmental impacts of this proposal and determined that the location of these four
structures in the Marconi Point Agricultural Complex will convert or effect a floodplain
or critical action floodplain. In accordance with Executive Order 11988, Floodplain
Management and USDA Departmental Regulation 9500-3, Land Use Policy, the Agency
is notifying the interested public of this land conversion. It has been determined that
there is no practicable alternative to avoiding this conversion or effect and that there
is a significant need for the proposal. The basis of this determination is based on the
efforts demonstrated by RCA Trade Center, Inc. incorporating mitigation measures into
their project to offset any adverse effect to the buildings being constructed through
floodproofing and to avoid the accidental release of hazardous material in any flood event.
Also, no public comments were received after publication of a preliminary floodplain
conversion public notice, which was published on March 2nd through 4th, 2022. USDA RBS
has issued a response letter which addresses all concerns noted.
