PUBLIC NOTICE REGARDING SECTION 106 REVIEW FOR GEOTECHNICAL INVESTIGATIONS AT THE NATIONAL MEMORIAL CEMETERY OF THE PACIFIC

The American Battle Monuments Commission (ABMC) is issuing this public notice as a part of its responsibilities under 36 CFR Part 800, the regulations implementing Section 106 of the National Historic Preservation Act of 1966 (NHPA), as amended. Section 106 consultation under the NHPA requires federal agencies, including the ABMC, to identify and consider the potential effects of its actions on historic properties through a collaborative framework for seeking, discussing, and considering the views of the public.
The ABMC proposes to conduct geotechnical investigation activities along Cemetery Drive near the entrance to the National Memorial Cemetery of the Pacific (Makiki Ahupua’a, Honolulu District, Island of Oahu, TMKs (1) 2-2-005:001 por., :002 por., and :033 por.). The geotechnical investigation includes seven boring locations within a 0.3-acre work area. Drilling will be conducted by a truck mounted drill rig and each 6-inch diameter bore will extend to a maximum depth of 100 feet below surface.
Multiple cultural resource surveys have been conducted on the project parcel and no historic or archaeological features have been identified within the project area. Although the project falls within the National Register-listed “National Memorial Cemetery of the Pacific” (National Register No. 72000429), the planned geotechnical work will have no effect on features contributing to the significance of this historic district.
The ABMC therefore finds that the project will not affect historic properties. If you would like to comment on the proposed project, the agency’s finding of effect, or would like to receive more information, please contact Mr. Thomas Sole, at
solet@abmc.gov or 703-584-1545 within 30 days of the posting of this notice.
