Potential Impacts to Floodplains
Par Hawaii Refining, LLC intends to seek financial assistance from USDA, Rural-Business Cooperative Service for improvements to the Sand Island Terminal. Sand Island Terminal is an existing terminal with diesel storage and a tank truck loading rack. The Sand Island Terminal is located in Oahu County, within the City of Honolulu, Hawaii. The terminal address is 2 Sand Island Access Road, Latitude: 21°18’50” N, Longitude: 157°53’30″W
The proposed project consists of installing a small horizontal tank for biodiesel tank and modifications to piping to be able to direct biodiesel to the loading rack. The improvements will provide the capability of blending biodiesel for customers. Customers will be able to request deliveries of diesel blended with biodiesel in blends from B6 to B100.
If implemented, the proposed project will continue to be in the 100-year floodplain. The Par Hawaii Refinery, LLC Sand Island Terminal consists of two larger vertical tanks. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.
