NOTICE OF APPLICATION FOR VARIANCE
Community Noise Control
Variance Application

Hawaiian Electric Company, Inc., P.O.BOX 2750, Honolulu, Hawaii, 96840, has applied to the Department of Health for a noise variance from Hawaii Administrative Rules, Chapter 11-46-6(a), which states, “General Prohibition. Without a permit or variance issued pursuant to section 11-46-7 or 11-46-8, no person within the State shall operate, from any premises or land owned, rented, leased, occupied, or controlled by that person, any excessive noise source.”

Hawaiian Electric proposes to replace an aging underground transformer and cable on Bishop Street and along Queen Street to maintain the reliability of the system servicing the downtown Honolulu customers. The underground transformer is located in the sidewalk at the corner of Bishop Street and Queen Street and the manhole access is located in one of the lanes of Bishop Street. Aging cables that run underground along Queen St between Bishop St and Ala Moana Blvd. and underground cables along Bishop St between King St and Queen St will also be replaced. The construction work and the equipment will occupy the Bishop Street corner sidewalk and at least two lanes of Bishop Street and at least one lane along Queen Street. To minimize the impact to the public, Hawaiian Electric plans to conduct the activities on Sundays when vehicular and pedestrian traffic is expected to be low.

Hawaiian Electric proposes to work on two (2) Sundays during the following hours: from 8:00 AM to 6:00 PM between January 25, 2020 and February 2, 2020. The schedule is tentative at this time. Schedule update will be provided to the surrounding neighbors via flier or construction notice.

The Department of Health will retain and consider all written comments received not later than thirty (30) days after the date of this notice. If the comments received warrant it, the Department may hold a public hearing, after at least thirty (30) days public notice, on the variance application. The final decision will be made on the basis of the application, related documents, written comments, and the public hearing, if any.
