Emergency Permit to Navy Region Hawaii
For the Destruction of Waste Military Munitions
By Detonation at Joint Base Pearl Harbor-Hickam


The Hawaii Department of Health (DOH) will soon be issuing a State Hazardous Waste Emergency Permit to Navy Region Hawaii, Joint Base Pearl Harbor-Hickam (JBPHH), Oahu, Hawaii, for the treatment of unserviceable military munitions from aircraft operations.

40 Code of Federal Regulations 270.61, as incorporated and amended in chapter 11-270.1, Hawaii Administrative Rules, allows issuance of temporary emergency permits for non-permitted activities in the event the Director finds imminent and substantial endangerment to human health and the environment. This permit allows Navy Region Hawaii to mitigate a threat caused by waste military munitions that are unsafe for further storage, handling and transportation to a permitted treatment or disposal facility on the continental United States.

The treatment site is located within a secured area on Navy Region Hawaii property at the Hickam Air Force Base Explosive Ordnance Disposal (EOD) Proficiency Range. Detonations will be conducted by explosives or munitions emergency response specialists in accordance with Department of Defense explosives safety requirements. Detonations will be conducted in trench excavations and inside a concrete bunker that will mitigate fragmentation hazard, over-pressurization, and noise. There will be no more than two and one-half pounds net explosive weight per detonation shot.

This emergency permit shall be effective for ninety (90) calendar days from the issuance of the permit.
