NOTICE OF AVAILABILITY

DRAFT ENVIRONMENTAL ASSESSMENT
FOR
PROPOSED ELECTRICAL RENOVATIONS FOR U.S. COAST GUARD
AIR STATION BARBERS POINT HONOLULU, HAWAII

The U.S. Coast Guard (USCG) announces the availability of and solicits comments on a Draft Environmental Assessment (EA) for proposed renovations of the electrical utility system for Air Station Barbers Point (ASBP), including installation of a transmission distribution system in the State of Hawaii Department of Transportation right-of-way. The action is needed to respond to the Navy’s planned disposition of the existing system that is past its life expectancy. This Draft EA was prepared in accordance with the National Environmental Policy Act and serves as a concise public document that provides evidence and analysis for determining whether a Finding of No Significant Impact or an Environmental Impact Statement should be prepared. It presents the purpose and need for the action, the proposed action and alternatives, a description of the affected environment, an analysis of environmental consequences, and cumulative impacts. The Draft EA is available for public review at the Kapolei Public Library (1020 Manawai Street), Ewa Beach Public & School Library (91-950 North Road), and on-line at http://oeqc2.doh.hawaii.gov/The_Environmental_Notice/2019-02-08-TEN.pdf. Individuals may request a copy of the Draft EA from, or may provide comments to, Mr. Raven Smith via regular mail at Facilities Design and Construction Center, Detachment Seattle, 915 2nd Ave, Room 2664, Seattle, WA 98174, via electronic mail at Raven.J.Smith@uscg.mil, or via telephone at (206) 220-7402.
