NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR P-887 LHD PAD CONVERSION & NEW MV-22 LANDING PADS

The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity from the P-887 LHD Pad Conversion & New MV-22 Landing Pads project site, to receiving State waters, subject to special conditions to:

MARINE CORPS BASE HAWAII FACILITIES DEPARTMENT

The proposed permit for the new discharge will be effective for five (5) years.

The project is located at Kaneohe Marine Corps Base Hawaii (KMCBH) in the West Field area of Taxiway F at the existing Landing Helicopter Assault (LHA) Deck and the south and north ends of Runway 04-22 and at Marine Corps Training Area Bellows (MCTAB) at the four existing helicopter landing zones, Kaneohe and Waimanalo, Island of Oahu, Hawaii, TMK: (1) 4 004-008:001 and (1) 4-001-015:001. The purpose of the project is to construct helicopter landing pads, emergency landing pads, access roadway, and an emergency generator enclosure. Other improvements include electrical utilities for airfield lighting and controls and an electrical vault building. Construction activities include repairing/resurfacing a concrete and asphalt road; removing asphalt concrete pavement; demolishing and constructing a generator enclosure; demolishing portions of an existing airfield lighting system; installing electrical enclosures, equipment, vault building, and circuits; and relocating electrical lines.

The receiving water Kaneohe Bay, is classified by the DOH as a Class AA, Marine Waters, Embayment. The objective of Class AA waters is for these waters to remain in their natural pristine state as nearly as possible with an absolute minimum of pollution or alteration of water quality from any human-caused source or actions. To the extent possible, the wilderness character of these areas shall be protected.

Receiving waters including the Pacific Ocean near Marine Corps Base Hawaii (Kaneohe) and the Pacific Ocean near Marine Corps Training Area Bellows (Waimanalo) are classified by the DOH as Class A, Marine Waters, Open Coastal. It is the objective of Class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.

The receiving water Waimanalo Stream, is classified by the DOH as a Class 2, Inland Stream. The objective of Class 2 waters is to protect their use for recreational purposes, the support and propagation of aquatic life, agricultural and industrial water supplies, shipping, and navigation. The uses to be protected in this class of waters are all uses compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at: cleanwaterbranch@doh.hawaii.gov or by mail at P. O. BOX 3378, Honolulu, HI 96801-3378.

All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
