PUBLIC NOTICE
The Hawaii Department of Health (DOH) is soliciting public comment on a draft 5-year Remedial Action Plan (RAP) permit for Navy Region Hawaii Waipio Peninsula Annex, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The proposed permit is to treat remediation waste munitions recovered from dredging and construction-related activities at JBPHH. DOH has previously issued 90-day emergency permits for treatment of similar munitions. This RAP permit would allow the Navy to continue to treat munitions by controlled intentional detonations.
The site is located within a secured area and detonations will be conducted in accordance with a Work Plan, Health & Safety Plan, Standard Operating Procedures, and Department of Defense Explosives Safety Board-approved Explosives Safety Submission. Typically, there will be no more than 16 pounds of net explosive weight per detonation shot and 360 shots per year. Detonations will be conducted in trench excavations and covered with sandbags and soil to mitigate fragmentation hazard, over-pressurization, and noise.

All comments on the draft RAP must be sent or delivered in writing to Mr. Paul Kalaiwaa at the address above within 45 days of the date of this notice. For more information or to obtain copies, call 808-586-4226.
An extension to the 45-day comment period may be granted if the extension request adequately explains why more time is required. If DOH receives written notice of opposition to the RAP and a request for a public hearing within the comment period, a hearing may be scheduled. Notice of the public hearing will be provided at least 30 days prior to the scheduled date of the hearing.
DOH will address all comments received in a responsiveness summary and make a final decision after all comments have been considered. Notice of the final decision will be sent to each person who provides comments or requests notice of the decision.
