NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR HOOPILI OFFSITE POTABLE WATER SYSTEM
NPDES PERMIT NO. HI 0021924

The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge hydrotesting water effluent from the Hoopili Offsite Potable Water System located at Honouliuli, to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.

The project is located at 94-250 Kunia Road, Honouliuli, Ewa, Island of Oahu, Hawaii, TMK (1) 9-2-001:006. The purpose of the project is to install the new Hoopili Offsite Potable Water System. Activities performed at the project site include hydrotesting a new 2.5 million-gallon water tank, a 5200 LF 24-inch transmission line, a 3000 LF 30-inch transmission main, a new booster station and a 1000 LF 24-inch suction line. The permittee is responsible for the design, implementation, operation and maintenance of the Hydrotesting Best Management Practice Plan to ensure that hydrotesting effluent will not cause or contribute to a violation of HAR, Chapter 11 54, Chapter 11 55, and Chapter 11 55 Appendix F. D.R. Horton requests to discharge hydrotesting water effluent from the proposed construction site. A Hydrotesting BMPs Plan will be implemented to minimize the discharge of erosion and other pollutants from entering receiving State waters. D.R. Horton has certified that they will comply with all requirements in HAR, Chapter 11 55, Appendix F, and their Hydrotesting BMPs Plan was prepared in accordance with HAR, Chapter 11 55, Appendix F.

The receiving water, Honouliuli Gulch, is classified by the DOH as a Class 2, Inland Waters. The objective of Class 2 waters is to protect their use for recreational purposes, the support and propagation of aquatic life, agricultural and industrial water supplies, shipping, and navigation. The uses to be protected in this class of waters are all uses compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at: cleanwaterbranch@doh.hawaii.gov or by mail at 2827 Waimano Home Road #225, Pearl City, Hawaii 96782.

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road #225, Pearl City, Hawaii 96782. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
