FOR THE KAPALAMA JET FUEL PIPELINE – ROAD PACKAGE
NPDES PERMIT NO. HI 0021915
DOCKET NO. HI 0021915
May 17, 2018
The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge hydrotesting water effluent from the Kapalama Jet Fuel Pipeline – Road Package at 6 Sand Island Access Road project site, to receiving State waters, subject to special conditions to:
HAWAII FUELING FACILITIES CORPORATION (HFFC)

The proposed permit for the new discharge will expire five (5) years from the date of issuance.
The project is located at 6 Sand Island Access Road, Honolulu, Island of Oahu, Hawaii, TMKs (1) 2-025-021.
The proposed project consists of hydrotesting an 18″ fuel pipeline. HFFC requests to discharge hydrotesting effluent from the project site. Best Management Practices (BMPs) for storm water runoff and non-storm water sources will be implemented to minimize the discharge of erosion and other pollutants from entering receiving State waters.
The receiving waters, Honolulu Harbor, is classified by the DOH as Class A, Embayment. Under Hawaii Administrative Rules (HAR), Section 11 54-4, the objective of Class A waters is to protect their use for recreational purposes and aesthetic enjoyment. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.
