NOTICE OF PROPOSED MODIFCATION OF A WATER POLLUTION CONTROL PERMIT November 8, 2017 The Department of Health (DOH) tentatively proposes to modify the East Honolulu Wastewater Treatment Plant (EHWWTP), HI 0020303, National Pollutant Discharge Elimination System (NPDES) permit to discharge secondary treated wastewater and storm water runoff to the Pacific Ocean. This permit, issued to Hawaii American Water, is being modified under allowance by Hawaii Administrative Rules (HAR), Section 11-55-16 and Title 40 Code of Federal Regulations (40 CFR), Section 122.62(a)(2). The proposed major modification includes the removal of the total residual chlorine limitation and monitoring. The facility previously used a chloriniation/dechlorination system to disinfect its effluent. However, because of the replacement of the chlorination/dechlorination system with the UV disinfection system, there is no longer reasonable potential for the effluent to cause or contribute to exceedances of the total residual chlorine water quality standard. The expiration date of the modified permit shall remain as September 29, 2019. In accordance with 40 CFR Sections 124.5(c)(2) and 122.62, only the conditions outlined above shall be reopened. All other conditions shall remain in effect for the duration of the permit. Please note that you may only comment or request a public hearing on the modified/reopened items described above. Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through E-mail at cleanwaterbranch@doh.hawaii.gov or by mail at P. O. BOX 3378, Honolulu, HI 96801 3378. Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH, Clean Water Branch office located at 919 Ala Moana Boulevard, Room 301, Honolulu, HI 96814-4920. Copies may be bought. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice. If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
