REQUEST FOR COMMENT SECTION 4(f) OF THE DEPARTMENT OF TRANSPORTATION ACT 1966 (49 U.S.C. §303) FARRINGTON HIGHWAY, REPLACEMENT OF MAKAHA BRIDGE NOS. 3 AND 3A DISTRICT OF WAIANAE, ISLAND OF OAHU FEDERAL-AID PROJECT NUMBER: BR-093-1(20) TAX MAP KEYS: (1) 8-4-001:012, (1) 8-4-002:047 Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation (HDOT) propose to replace Makaha Bridge Nos. 3 and 3A. This proposed project is a federally funded HDOT project and will be considered a federal action and undertaking. The project site is along Farrington Highway, Route 93, between milepost markers 13.95 and 14.21 in Makaha, Waianae District, Oahu, Hawaii. The project includes the replacement of the two existing bridges and realignment of the roadway approaches, which incorporate a small portion of Makaha Beach Park into the HDOT right-of-way, and the installation of a temporary detour road and bridges (makai) of the existing highway for the duration of construction. Makaha Beach Park is a publicly owned park covered by Section 4(f) of the Department of Transportation Act of 1966 (49 U.S.C. §303). 23 CFR 774.5(b) of Section 4(f) allows the FHWA to determine no adverse effects on protected resources by transportation uses. A finding of de minimis impact can occur if a transportation project does not "adversely affect the activities, features and attributes" of a Section 4(f) resource. Incorporating a portion of the Park is not anticipated to adversely affect the activities, features, or attributes that make the Park eligible for Section 4(f) protection. Use of the City Park will be covered by a de minimis finding. The public is invited to comment on this finding as noted below.
