NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT FOR FISCAL YEAR 2011 (FY11) MILITARY CONSTRUCTION PROJECT (MCON) P-816 WATERFRONT OPERATIONS FACILITY NPDES PERMIT NO. HI S000529 DOCKET NO. HI S000529 September 28, 2017 The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activities from the FY 11 MCON P-816 Waterfront Operations Facility project site, to receiving State waters, subject to special conditions to: NAVAL FACILITIES ENGINEERING COMMAND HAWAII 400 MARSHALL ROAD JBPHH, HAWAII 96860-3139 The proposed permit for the new discharge will expire five (5) years from the date of issuance. The FY 11 MCON P-816 Waterfront Operations Facility project site is located at the Marine Corps Base Hawaii, Kaneohe, Island of Oahu, Hawaii. The proposed project is to construct a military operations facility. Major civil construction activities include: construction of an operations building, maintenance building, temporary modular buildings, new boat ramp, fire pump structure, associated utilities, new storm water drainage outlet, and repaving the existing parking area. NAVFAC Hawaii requests to discharge storm water runoff from the proposed construction site. Best Management Practices (BMPs) for storm water runoff and non-storm water sources will be implemented to minimize the discharge of erosion and other pollutants from entering receiving State waters. The receiving water is classified by the DOH as Class AA, Marine Water. Under Hawaii Administrative Rules (HAR), Section 11-54-4, the objective of Class AA waters remain in their natural pristine state as nearly as possible with an absolute minimum of pollution or alteration of water quality from any human-caused source or action. Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either in person or by mail, to: Clean Water Branch Environmental Management Division Department of Health 919 Ala Moana Boulevard, Room 301 Honolulu, HI 96814-4920 Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH office address shown above and the WPC Viewer located at: http://eha-web.doh.hawaii.gov/wpc-viewer.
