Public Notice Notice of Availability to Review Proposed Plan for WAAF-011-R-04 As part of the Department of Defense’s (DoD) Military Munitions Response Program (MMRP), the U.S. Army and U.S. Army Garrison Hawaii (USAG-HI) invite the public to review and comment on the Proposed Plan for the Wheeler Army Airfield (WAAF) 40mm Range North Munitions Response Site (MRS) located in the south-southwestern portion of Wheeler, 22 miles northwest of Honolulu. The Army is the lead agency responsible for environmental investigations and cleanup activities of this site under the Comprehensive Environmental Response, Compensation, and Liability Act. The State of Hawaii Department of Health, Hazard Evaluation and Emergency Response Office is a supporting agency in the decision-making process. The WAAF 40mm Range North MRS Proposed Plan explains the basis for the recommendation of No Further Action (NFA) decision at the site. The entire area (100%) of the WAAF 40mm Range North MRS was investigated and does not pose a concern for munitions and explosives of concern (MEC) or munitions constituents (MC) hazard to human health and the environment. The Proposed Plan gives a summary of the work that has been completed and the NFA decision that is being proposed for the WAAF 40mm Range North MRS. The public is invited to review the Proposed Plan and information supporting the NFA recommendation at the public repository established for the site, in accordance with 32 Code of Federal Regulations Part 179 requirements. The public repositories for the WAAF 40mm Range North MRS are the Wahiawa Public Library (820 California Ave, Wahiawa, Hawaii) and the Mililani Public Library (95-450 Makaimoimo St., Mililani, Hawaii). Comments on the Proposed Plan and prioritization should be submitted during the 30-day public comment period, which begins August 6, 2017, and ends September 5, 2017.
