NOTICE OF CONSULTATION

SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966

AS AMENDED (2006)

TRAFFIC SIGNAL CONTROLLER INSTALLATION AND ADAPTIVE TRAFFIC SIGNAL
CONTROL TECHNOLOGY AT VARIOUS LOCATIONS
MULTIPLE AHUPUAA AND DISTRICTS ON THE ISLAND OF OAHU

Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) propose this project. This federally federal funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).

The proposed project is located at various traffic signal locations on the island of Oahu. The various maps, List of Oahu HDOT Project Intersections, the List of Oahu City Project Intersections, and Typical Installation Details are available at https://hidot.hawaii.gov/highways/oahu-traffic-signal-inventory/.

The proposed project will install new traffic signal controllers at the locations shown on the List of Oahu HDOT Project Intersections as well as at intersection numbers C138 and C139 on the List of Oahu City Project Intersections. The controllers will be installed in existing cabinets and there are no other field upgrades outside the existing cabinets for this portion of the project.

The proposed project will also install adaptive traffic control systems at 118 locations shown on the List of Oahu HDOT Project Intersections, which include magnetometer sensors that will be installed flush with the existing pavement through holes 4 inches wide and 3 inches deep. No deep sensors will be used and no loop detectors will be installed or repaired as part of this project.

New traffic signal controllers may be installed by the City and County of Honolulu through a cooperative purchasing agreement at locations on the List of Oahu City Project Intersections.

There will be no new ground disturbance. The area of potential effect (APE) is completely in the roadway and existing disturbed areas.

Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
