KEAAU-PAHOA ROAD IMPROVEMENTS PROEJCT

Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of
Transportation, Highways Division (HDOT) has proposed operational, safety, and intersection improvements
by constructing compact roundabouts at the intersections of Keaau-Pahoa Road at Orchidland Drive and
Makuu Drive in the District of Puna, Hawaii Island. The roundabouts include an eight-foot shared use path
for pedestrian and bicyclists, crosswalks for greater pedestrian safety, bus pullouts, streetlights, drainage
system improvements and relocated waterlines. This federally funded HDOT project is considered a federal
action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966,
as amended (2006).
The proposed project is located in Keaau, Hawaii Island, Hawaii. The APE consists of the existing road rightof-
way of Keaau-Pahoa Road at Orchidland Drive and Makuu Drive (TMKs: (3) 1-5-016:999 and 1-5-033:999).
In addition, the APE includes small sections of privately-owned parcels at the SR 130/Orchidland Drive
intersection and SR 130/Makuu Drive intersection. The additional APE includes the following TMKs: (3) 1-5-
015:180, 188; 1-5-016:161, 162, 163; 1-5-033:250, 251; 1-6-005:165; 1-6-009:245, 246, 388; 1-6-010: 133, 137.
Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with
ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and
cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals
and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are
asked to contact HDOT and share information you may have on historical and cultural sites that you may have
knowledge of within the proposed APE. We welcome any information within 30 days of notice.
