NOTICE TO CONTRACTORS

SEALED BIDS will be received up to and open publicly and read aloud on Monday, February 11, 2019 at 2:00 p.m. in the office of Parents And Children Together (PACT), 1485 Linapuni Street, #105, Honolulu, Hawaii 96819 for the following project:

OHIA DV SHELTER RENOVATION PROJECT
KANEOHE, HAWAII 96744

The project shall generally consist of furnishing labor and materials required to construct a new 2-story house for the PACT Ohia DV Shelter. The work is consisting of, but not limited to, the removal of toxic and contaminated materials, such as asbestos, arsenic, and lead-based paint, conforming to federal requirements, demolition of the existing single-story front structure and construction of a new 2-story structure, connecting it to the existing house. Selective miscellaneous specialties work and other related work will also need to be completed.

Proposal documents may be obtained by eligible bidders from PACT’s office with a deposit of FIFTY DOLLARS ($50.00) per set, by check payable to PACT starting Friday, January 11, 2019. The deposit will be completely refunded upon the return of the plans and specifications, provided they are returned intact and in good condition within fifteen (15) days following the date designated for opening of bids. No refunds shall be made after the expiration of such period.

A pre-bid conference and walkthrough of the jobsite will be held promptly on Thursday, January 24, 2019 at 10:00 a.m. Interested bidders shall meet at PACT’s Kaneohe location. This will be the only opportunity to visit the site during the bid period, therefore, attendance at this meeting is highly encouraged.

To be eligible to bid, prospective bidders must provide a written notice of the bidder’s intent to bid. Such written notice must be hand-carried, mailed or faxed to PACT at 1485 Linapuni Street, #105, Honolulu, Hawaii 96819, fax 808-841-1485, no later than Thursday, January 31, 2019 at 4:30 p.m. Bidders shall be licensed in accordance with Chapter 444, HRS, relating to the licensing of contractors.

All bids shall be accompanied by a Bid Security for the amount of not less than five percent (5%) of the bid amount.

The project will be federally funded under Title I of the Housing and Community Development Act of 1974 (Public Law 93-383), HUD Community Development Block Grant. Contractors will be required to comply with all applicable current State and Federal labor standards and requirements in effect at the time the contract is executed.

Bidders attention is directed to ACT 352, SLH 1997, related to the requirement for tax clearances from the State Department of Taxation and the Internal Revenue Service, as a prerequisite to entering into contract and upon final payment of the contract.

Qualified small and minority business firms, firms owned by women, and Section 3 firms are encouraged to submit bids.
