Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) propose a bridge repair project. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
The proposed project is located along Kamehameha Highway between Kaahumanu Street and Hekaha Street in Aiea, Island of Oahu, Hawaii. The Area of Potential Effect (APE) includes length and width of the eastbound lanes of the Kamehameha Highway roadway right-of-way that is approximately 1,100-feet-long and 50-feet-wide (approximately 1.05 acres). Proposed work will be conducted within the right-of-way (ROW). Staging areas and material stockpiling for the project will be temporary and located within the State-owned ROW. Staging areas and stockpiling will be removed from the State-owned ROW at the end of each work day.
The Undertaking will include two actions, spall and delamination repair and the repair of bearing and undermining. Spall and delamination will require the removal of damaged concrete, the application and installation of epoxy and new reinforcing steel, and final repair through the application of new concrete to affected areas of the concrete deck, concrete pier caps, columns, and abutments. Bearing and undermining repair will require the replacement of damaged elastomeric bearing pads and the repair and backfill of undermining of the western abutment on the upstream end of the bridge. The bridge will not be altered in appearance and proposed work will only be conducted on the existing bridge structure.
Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
