NOTICE OF CONSULTATION

SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966
AS AMENDED (2006)

Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) propose to improve the OR&L Railroad Crossing at Kalaeloa Boulevard. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).

The proposed Project is located in Kapolei, Oahu Island, Hawaii, where the former OR&L (State Right-of-Way) crosses Kalaeloa Boulevard (State Right-of-Way). The proposed APE primarily consists of Kalaeloa Boulevard and the OR&L Right-of-Way. The proposed APE includes all areas to be used by the Project (e.g., access) as well as all areas of ground disturbance associated with Project construction. The combined proposed APE is roughly 38,300 square feet or 0.88 acre. At the OR&L crossing, the proposed APE spans 250 feet west and east of Kalaeloa Boulevard. From the OR&L crossing, the proposed APE extends northward by approximately 825 feet to Kapolei Parkway and approximately 890 feet south, just past Lauwiliwili Street. Please refer to the enclosed map.

Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
