REQUEST FOR PROPOSALS
ALOHA UNITED WAY (AUW) ISSUES REQUESTS FOR PROPOSALS FOR RENT & MORTGAGE ASSISTANCE, UTILITIES, FOOD, AND MASS SHELTER PROGAMS ACROSS HONOLULU COUNTY THROUGH THE EMERGENCY FOOD AND SHELTER PROGRAM (EFSP).
EFSP is administered annually by AUW with federal funding through the Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA). Honolulu County has received $371,078 for its Phase 40, 2023 funds to supplement nonprofits across the county. A Local Board managed by AUW and made up of public and nonprofit sector representatives determines how funding awards will be distributed to successful applicants across Oahu.
Funding will be made available beginning 11/1/2021 and expected to be spent by 12/31/2023. Application Deadline: February 24, 2023, at 5pm
Interested applicants may attend a virtual briefing on 2/15/2023 at 12:30pm. AUW will take questions and provide formal responses to interested applicants.
EFSP funds must be used to supplement existing services and may not be used as seed money for new programs. The Local Board is responsible for recommending agencies to receive these funds and any additional monies made available under this phase of the program.
Under the terms of the national board grant, local agencies chosen to receive funds must: 1) be private voluntary nonprofits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have the capability to deliver programs under this EFSP fund, 6) have a Unique Entity Identifier (UEI) number registered with SAM.gov, and 7) have a voluntary board of directors. Qualifying agencies are urged to apply.
