NOTICE OF NOISE VARIANCE APPLICATION
Interstate Route H-1 Guardrail and Shoulder Improvements, Kapi’olani Interchange to ‘A¯ inakoa Avenue Phase 2

Written comments and requests for information or inspection of the variance application and related documents

945 Halawa Valley St., Aiea, HI 96701, phone (808) 586-4700. The State of Hawaii, Department of Transportation,
Highways Division (HDOT), Traffic Branch, 601 Kamokila Boulevard, Room 602 Kapolei, HI 96707, has applied to
the DOH for a variance from Hawaii Administration Rules, Chapter 11-46, Section 11-46-6(a), which states, “General
Prohibition. Without a permit or variance issued pursuant to section 11-46-7 or 11-46-8, no person within the
State shall operate, from any premises or land owned, rented, leased, occupied, or controlled by that person, any
excessive noise source.”
The HDOT proposes a guardrail and shoulder improvement project along the Interstate Route H-1 between
the Kapi’olani Interchange and ‘A¯ inakoa Avenue. The project is comprised of 24 discontiguous sites along the
H-1 corridor between Milepost nos. 25 and 27. The proposed undertaking is intended to bring this portion of the
freeway up to current safety standards and involves the installation of guardrail and end posts transitions, retaining
wall retrofits, asphalt concrete pavement strip removal, high friction surface treatment, overhead signage, and new
street lighting. All construction work will be within the H-1 right-of-way. Construction is anticipated to commence in
January 2024 and end in July 2025 for a total project duration of approximately 18 months.
Night work is proposed to reduce impact on heavy daytime traffic and expedite construction. The HDOT
proposed to conduct nighttime construction-related activities as follows:
Mondays through Fridays: Midnight to 7:00 a.m. and 6:00 p.m. to Midnight
Saturdays: Midnight to 9:00 a.m. and from 6:00 p.m. to Midnight
Sundays: Midnight to 9:00 a.m. and from 6:00 p.m. to Midnight
Chapter 11-46 will not allow a noise permit to be issued during the requested hours, thus a variance is being
requested from the noise limits for the construction period. No work will be conducted during the holidays.
Upgrades and improvements along the H-1 will be conducted during nighttime work hours.
The DOH will retain and consider all written comments received no later than thirty (30) days after the date
of this notice. The final decision will be made on the basis of the application, related documents, and written
comments.
