Final Environmental Impact Statement
Pearl Harbor Naval Shipyard Dry Dock and Waterfront Production Facility
The United States Navy has prepared a Final Environmental Impact Statement (EIS) to evaluate the potential environmental impacts associated with construction and operation of a dry dock (DD) and waterfront production facility (WPF) at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF), located on Oahu, Hawaii. The purpose of the proposed action is to provide appropriate dry dock capability at PHNSY & IMF no later than January 2028 to meet submarine depot maintenance mission requirements, as well as build and operate a properly sized and configured WPF to enable efficient submarine maintenance. This notice announces the availability of the EIS and includes information on how the public how the public may view the Final EIS.
Public Availability
The Notice of Availability (NOA) for the Final EIS was published in the Federal Register on October 14, 2022. In accordance with the National Environmental Policy Act (NEPA), the United States Navy will not issue a Record of Decision on the proposed action until at least 30 days after the NOA publication date.
The Final EIS also discloses the project’s potential to affect historic properties pursuant to Section 106 of the National Historic Preservation Act of 1966.
