Hawaiian Electric is an operating public utility engaged in the production, transmission, distribution, purchase, and sale of electric energy on the island of Oahu. On September 15, 2020, Hawaiian Electric filed an application with the Commission seeking approval of a power purchase agreement with AES Mountain View Solar, LLC, (“AES”) under which Hawaiian Electric would purchase electricity produced at AES’ 7-megawatt solar plus storage facility to be constructed on a portion of the Mountain View Dairy Farm property, located north of Waianae Valley Road in the lower portion of Waianae Valley (the “Facility”). Hawaiian Electric also seeks approval to construct an above-ground 46 kV line extension to interconnect the Facility to Hawaiian Electric’s system.
On March 25, 2021, the Commission issued Decision and Order No. 37699, which approved the power purchase agreement between Hawaiian Electric and AES. On May 19, 2022, Hawaiian Electric submitted its Interconnection Requirements Amendment, which reflected the results of the Interconnection Requirements Study for the Facility, and concluded that it is feasible to connect the Facility to Hawaiian Electric’s system. With the submission of the Interconnection Requirements Amendment, the Commission will now commence review of the Project; i.e., Hawaiian Electric’s requests related to its proposed 46 kV above ground line extension.
Under the Project, Hawaiian Electric will construct an above ground line extension from the existing Waianae-Mikilua 46 kV sub-transmission line near poles P.54 and P.55 on Waianae Valley Road to interconnect the Facility. The Project will involve the installation of several wood poles, one group operated inertia air switch, and approximately 176 circuit feet of 556 KCM All Aluminum Conductor 46 kV overhead conductors.
The foregoing is a brief summary of the Project and Hawaiian Electric’s request. Copies of Hawaiian Electric’s application and the Interconnection Requirements Amendment are available for public review through the Commission’s electronic Document Management System, accessible at http://dms.puc.hawaii.gov/dms, Docket Quick Link 2020-0139. In addition, copies of Hawaiian Electric’s materials are also available for review by contacting Commission’s Honolulu Office [(808) 586-2020], Hawaiian Electric [(808) 548-7311], or the Division of Consumer Advocacy [(808) 586-2800].
All interested persons are invited to attend the public hearing to state their views on Hawaiian Electric’s proposed above ground line extension. Statements may also be mailed to the Public Utilities Commission, 465 South King Street, Room No. 103, Honolulu, Hawaii 96813, or e-mailed to Hawaii.PUC@hawaii.gov.
All written statements should reference Docket No. 2020-0139. Special accommodations for persons with disabilities can be made if requested reasonably in advance by contacting the Commission’s Honolulu Office.
