DRAFT ENVIRONMENTAL ASSESSMENT FOR
JOINT INTELLIGENCE OPERATIONS CENTER AT JOINT BASE PEARL HARBOR-HICKAM,
MAKALAPA COMPOUND, OAHU, HAWAI’I
Pursuant to the Council on Environmental Quality Regulations implementing the National Environmental Policy Act (NEPA), the United States Department of the Navy (the Navy) gives notice of availability of a Draft Environmental Assessment (EA) and requests public comment on the proposed construction of a Joint Intelligence Operations Center (JIOC) at Joint Base Pearl Harbor Hickam (JBPHH), Makalapa Compound. The Preferred Alternative would construct an administrative facility to consolidate U.S. Indo-Pacific Command JIOC functions at JBPHH Makalapa Compound from multiple locations at JBPHH and Camp H.M. Smith. The JIOC facility would be a multi-story, approximately 172,000-square-foot building. The Preferred Alternative would also construct supporting infrastructure and facilities (e.g., parking, stormwater detention, sanitary sewer lift station, and offsite sewer improvements). Project construction is anticipated to begin in 2026 and be completed in 2030. The Navy anticipates that the project would result in less-than-significant impacts on the quality of the human or natural environment.
The Draft EA is available for public review and download at the following website:
Written comments on the Draft EA may be provided by mail to: ATTN: Code EV21, Naval Facilities Engineering Command Pacific, 258 Makalapa Drive, Suite 100, JBPHH, HI 96860, or by email: NFPAC-Receive@navy.mil. Written comments must be received or postmarked by August 10, 2022 to be considered in the Final EA.
