NOTICE OF THE INTERSTATE ROUTE H-1 AND H-201 DESTINATION SIGN
UPGRADE/REPLACEMENT, PHASE 3 PROJECT

The Hawaii State Department of Transportation (HDOT) is proposing to upgrade/replace signs, support structures, and foundations at 11 locations along Interstate Route H-1 and H-201 (Moanalua Freeway) between Kunia and Kalihi on the Island of Oahu. This project is the third phase of sign upgrades/replacement along the H-1, H-2 and H-201 corridors. This phase is estimated to begin in November 2022 and is expected to be completed by approximately December 2024.

This project aims to improve safety and traffic operations on Oahu’s Freeway system by replacing aging overhead signs with new, highly retroreflective signs and upgrading sign structures to meet current standards. New sign posts and drilled shaft foundations will be installed during construction.

Construction will take place during both day- and night-time hours, including weekends and holidays to minimize project duration, construction costs, and hardship on motorists. Therefore, HDOT has applied for a Community Noise Variance.
The project locations are as follows:
#1 – Nimitz Highway Joint Base Pearl Harbor-Hickam (JBPHH) on-ramp to H-1
#2 – Puuloa Road northbound, prior to Moanalua Freeway on-ramps
#3 – H-1 westbound, prior to Gulick Street overpass
#4 – Moanalua Freeway eastbound off-ramp at Puuloa Road
#5 – H-1 eastbound, at Vineyard Boulevard off-ramp
#6 – H-1 eastbound, prior to Kunia Road / Fort Weaver Road
#7 – Nimitz Highway, near JBPHH gates
#8 – H-1 westbound, at Airport off-ramp
#9 – H-1 westbound, prior to H-3 off-ramp
#10 – Kamehameha Highway H-1 on-ramp by Pearl Highlands Center
#11 – Moanalua Freeway westbound, prior to Stadium and H-3 off-ramp

HDOT and its contractors will make every effort to minimize the times, duration, and intensity of use of equipment to minimize noise impacts to the community. Use of the loudest equipment (e.g., auger drill, impact hammer) may occur for a limited number of days per work site. Where residences are located within 500 feet of the work site, use of such equipment will be restricted to end by 12:00 midnight.

This notice is being provided in accordance with the Hawaii Administrative Rules (HAR 11-46-8). HDOT field personnel and the contractor will monitor all equipment and construction activities on the active job site to ensure the use of appropriate noise abatement measures
