NOTICE OF NATIONAL HISTORIC PRESERVATION ACT SECTION 106 CONSULTATION
Haleakala Crater Road Landscape Restoration Project (Milepost 8.4 to Milepost 9.4)
Federal Aid Project No. STP-0378(004)

Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) propose to remove invasive plant species and plant native species along a stretch of Haleakala Crater Road to reduce the spread of invasive plants along the roadway, enhance the restoration of the native ecosystem, and protect the surrounding natural environment. A hand-held soil auger and dibble tubes will be used to plant the native plants. There will be no grading and no imported soil or other foreign planting material will be used. The proposed invasive plant removal and planting of native plants will occur in the HDOT right-of-way within approximately 24 feet from the edge of the pavement on either side of the roadway. The Section 106 Area of Potential Effect (APE) is the 80-foot-wide roadway right-of-way between milepost 8.4 and milepost 9.4, less than a mile below the National Park entrance. The area of the APE is approximately 9.7 acres.

Pursuant to Section 106 of the National Historic Preservation Act of 1966 (NHPA), Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. Please contact Andrew Hirano via email at: Andrew.J.Hirano@hawaii.gov or by US Postal Service to Department of Transportation, Technical Design Services Section, Highways Division 601 Kamokila Boulevard, Room 688, Kapolei, Hawaii 96707. We welcome any information within 30 days of this notice.
