The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with industrial activity from the West Oahu Aggregate Company, Inc., Sand Island Transfer Station facility site, to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.
The project is located at 1114 Makepono Street, Honolulu, Island of Oahu, Hawaii, TMK: (1) 5 041:083.
KALUKI II, LLC teamed up with West Oahu Aggregate Company, Inc. using the facility as a Municipal Solid Waste (MSW) transfer station. MSW is collected from nearby locations and transported to the facility, stored at the back under cover as much as possible, and then hauled to H-Power or PVT landfill. Potential pollutant sources include diesel fuel from an onsite tank and pollutants from the MSW. The pollutants from the MSW include but not limited to nutrients from food waste; sediment; domestic chemical product; petroleum product; and some heavy metals. Best Management Practices (BMPs) for storm water and non-storm water discharges have been implemented to prevent a discharge of contaminated water from the Sand Island Transfer Station. KALUKI II, LLC requests to discharge storm water runoff associated with industrial activities from the facility. BMPs for storm water runoff and non-storm water sources will be implemented to minimize the discharge of pollutants from entering receiving State waters.
The receiving waters, Honolulu Harbor, is classified by the DOH as Class A, Embayment. Under Hawaii Administrative Rules (HAR) Section 11 54-4, it is the objective of Class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and aesthetic enjoyment.
Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at:

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road, Room 225, Pearl City, Hawaii 96782. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
