NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR MOLOKAI TERMINAL
NPDES PERMIT NO. HI S000437

The State Department of Health (DOH) tentatively proposes to issue a renewal National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with industrial activity from the Par Hawaii, LLC – Molokai Terminal facility site, to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.

The project is located at #10 Wharf Road & Beach Place, Kaunakakai, Island of Molokai, Hawaii, TMK: (4) 3-005-001:008.

Par Hawaii, LLC – Molokai Terminal is a bulk petroleum storage and distribution facility that serves the island of Molokai. The terminal’s primary functions are to store and distribute gasoline and ultra-low sulfur diesel fuel (ULSD) to retail stores on-island and farmers. Storm water runoff is contained onsite and allowed to evaporate at the Mauka Termiinal which has an an impervious liner. Storm water at the Makai terminal is allowed to evaporate or infiltrate the earthen floor. Alternatively, storm water can be drained to an underground sump. Par Hawaii, LLC requests to discharge storm water runoff associated with industrial activities from the facility. Best Management Practices (BMPs) for storm water runoff and non-storm water sources will be implemented to minimize the discharge of pollutants from entering receiving State waters.

The receiving waters, Kaunakakai Harbor Breakwater, is classified by the DOH as Class AA, Marine. Under Hawaii Administrative Rules (HAR) Section 11-54-4, it is the objective of Class AA waters is for these waters to remain in their natural pristine state as nearly as possible with an absolute minimum of pollution or alteration of water quality from any human-caused source or action. To the extent possible, the wilderness character of these areas shall be protected.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at cleanwaterbranch@doh.hawaii.gov or by mail at P.O. BOX 3378, Honolulu, HI 96801-3378.

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road, Room 225, Pearl City, HI 96782. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
