NOTICE OF CONSULTATION
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
STATE ROUTE GUARDRAIL INSTALLATION NEAR THE 2018 KILAUEA ERUPTION SITE
PUNA DISTRICT, ISLAND OF HAWAII

Notice is hereby given that the Federal Highway Administration (FHWA) and State Department of
Transportation, Highways Division (HDOT) will install guardrails along State Route (SR) 130 near the 2018
Kilauea eruption site. This federally funded HDOT project is considered a federal action and undertaking, as
defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The
proposed project’s Area of Potential Effect (APE) includes the proposed guardrail locations and road rightof-
way (ROW) for a portion of SR 130 between mile markers 14 and 15. The APE measures approximately
one-mile-long and 60-feet-wide. All work would be done within the HDOT ROW.

ancestral lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and
