NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR GENKI ALA WAI PROJECT
NPDES PERMIT NO. HI 0021938

The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge “Genki Balls” and EM solution from the Genki Ala Wai Project site, to receiving State waters, subject to special conditions to:

EM HAWAII, LLC

The proposed permit for the discharge will expire five (5) years from the date of issuance.

The Genki Ala Wai Project will discharge to the Ala Wai Canal at one location near Ala Wai Elementary School, and a second location near the Waikiki-Kapahulu Public Library. EM Hawaii, LLC is proposing to discharge “Genki Balls” which are described as softball-sized mudballs made from a mixture of molasses, rice bran, clay soil, water and EM solution. EM Hawaii, LLC will also be discharging EM solution directly into the receiving State water post-discharge of the “Genki Balls.”

The primary objective of this pilot project is to use the microorganisms contained in the EM solution to reduce sediment depth and turbidity of the receiving water. EM solution is comprised of a mixture of aerobic and anaerobic microorganisms that are primarily lactic acid bacteria, yeast and phototrophic bacteria. EM solution is currently sold and used as a probiotic for humans.

The receiving water, Ala Wai Watershed, Ala Wai Canal is classified as a Class 2 water. The objective of class 2 waters is to protect their use for recreational purposes, the support and propagation of aquatic life, agricultural and industrial water supplies, shipping, and navigation.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through E-mail at cleanwaterbranch@doh.hawaii.gov or by mail at P. O. BOX 3378, Honolulu, Hawaii 96801-3378.

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road, Room 225, Pearl City, Hawaii 96782. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
