Notice is hereby given that the Federal Highway Administration (FHWA) and
State of Hawaii Department of Transportation, Highways Division propose
the Freeway Management System, Phase 3, Unit 1 project. This proposed
project is a federally funded State of Hawaii Department of Transportation
project. It will be considered a federal action and undertaking, as defined
by Section 106 of the National Historic Preservation Act (NHPA) of 1966,
as amended (2006).
The project includes installation of foundations, cabinets and poles for
four traffic camera locations; and conduits via trenching and on structures
to provide fiber optic communication and power. Specific locations are
shown on the figure.
The project is situated at various locations on Oahu, shown on the figure,
and is entirely within the State right-of-way. The Area of Potential Effect
(APE) descriptions are 1) H-1 Freeway from Ahua Street overpass through
Keehi Interchange and transitioning to Middle Street (approximately 39.34
acres); 2) H-1 and H-2 Freeway from Waiawa Interchange to the Ka Uka
Boulevard off-ramp (approximately 113.09 acres); 3) H-1 Freeway from
Waikele to Paiwa Interchange (approximately 29.68 acres).
Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and
Native Hawaiian descendants with ancestral, lineal or cultural ties to,
cultural knowledge or concerns for, and cultural or religious attachment
