Notice of Availability to Review Draft Remedial Action Memorandum
for 356 Pacific Street
In accordance with the Hawai’i State Contingency Plan (Hawai’i Administrative Rules [HAR], Title 11, Chapter 451-15(i)) and Hawai’i Environmental Response Law (Hawai’i Revised Statutes [HRS] Chapter 128D), Chevron Environmental Management Company (CEMC) invite the public to review and comment on the Draft Remedial Action Memorandum (Draft RAM) for the property located at 356 Pacific Street Site, Honolulu, Hawaii, Tax Map Key 1-5-010:009 (“the Site”). The Hawaii State Department of Health (HDOH) Hazard Evaluation and Emergency Response (HEER) Office is the lead agency responsible for
oversight of environmental investigations and cleanup activities of the Site.
The Site is currently used for parking. The Draft RAM was developed based on the current plans for future Site redevelopment as a high-rise mixed commercial/residential development as provided by the current property owner, Castle & Cooke Properties, Inc.
Previous environmental investigations performed at the Site have identified subsurface petroleum contamination at the Site. Under current site conditions, there are no identified significant health hazards because the identified subsurface petroleum contamination is currently under asphalt and no buildings are currently present at the Site. However, based on the future redevelopment plans for the Site, a response action is considered necessary to protect human health and the environment.
The Draft RAM presents a summary of the environmental hazard evaluation. An evaluation of potential remedial action alternatives is presented to control the identified environmental hazards. Ultimately, a remedial action alternative is selected based on the criteria of effectiveness, implementability, and cost. The selected remedial action alternative includes a combination of conducting opportunistic remediation, installing a vapor barrier, and implementing institutional controls at the Site. The selected remedial action would meet the remedial action objectives (RAOs) for the Site and provide long-term protection to human health and the environment.
The public is invited to review the Draft RAM. The public repository for the Draft RAM is the HDOH HEER Office (2385 Waimano Home Rd #100., Pearl City, Hawaii 96782). Additionally, the Draft RAM will be available online at: http://eha-web.doh.hawaii.gov/eha-cma/Org/HEER/ in the “What’s New” section of the homepage.
Comments on the Draft RAM should be submitted during the 30-day public comment period, which begins June 3, 2019, and ends July 3, 2019.
