The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity from the FY 19 MCON P-946 Corrosion Control Hangar & Parking Facility project site, to receiving State waters, subject to special conditions to:
MARINE CORPS BASE HAWAII FACILITIES DEPARTMENT
The proposed permit for the new discharge will expire five (5) years from the date of issuance.
The project is located at Mokapu Road, 560 feet north of Reed Road; 1st Street, 240 feet north of B Street; B Street, 350 feet south of 3rd Street; A Street, 240 feet south of Mokapu Road, Marine Corps Base Hawaii, Island of Oahu, Hawaii, TMK: (1) 4-4-008:001. The purpose of the project is construction of Corrosion Control Hangar, construction of Parking Facility, and demolition of existing Corrosion Control Hangar Building 5069. Construction activities include installation of erosion and sediment control measures for the Corrosion Control Hangar project site, Parking Facility project site, existing Corrosion Control Hangar Building 5069 project site, and the contractor storage and staging area; (for the Corrosion Control Hangar) clearing and grubbing, saw cutting and removal and disposal of existing asphalt pavement, construction of retaining wall, grading, trenching for the installation of water, sewer, drainage, electrical, and communication systems, pouring of Portland concrete cement for the airfield pavement, hangar foundation, drainage box culverts, retaining wall foundation, curb and gutters, walkways, and trash enclosure foundation, construction of the Corrosion Control Hangar, installation of bioretention swales, bio-retention basins with seepage wells, concrete asphalt pavement for the parking spaces, access road, and airfield shoulders, painting of the Corrosion Control Hangar, and parking space striping, installation of fencing, installation of grass lined swales, landscaping and maintenance, and restoration of the storage and staging area; (for the parking facility) removal and relocations of the PV canopy, PV inverter, fire hydrant, bike rack, and trash enclosure; milling and overlay of existing asphalt pavement; trenching for the drain line connection, and electrical conduit; installation of the parking facility support columns, construction of the parking facility, re-installation of the PV canopy, and PV inverter, construction of concrete electrical conduits, access road, and sidewalks, asphalt pavement of access road, painting and striping of parking facility; and (for the demolition of Building 5069) demolition and disposal of the building, gradings, installation of fencing, and landscaping and maintenance of the project site.
The receiving water, Kaneohe Bay, is classified by the DOH as a Class AA, Marine Waters, Embayment. The objective of Class AA waters is for these waters to remain in their natural pristine state as nearly as possible with an absolute minimum of pollution or alteration of water quality from any human-caused source or actions. To the extent possible, the wilderness character of these areas shall be protected.
Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at cleanwaterbranch@doh.hawaii.gov or by mail at P. O. BOX 3378, Honolulu, HI 96801-3378.
Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch (CWB) office located at 2827 Waimano Home Road, Room 225, Pearl City, HI 96782. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
