NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR WIKI WIKI MARINE MART

The State Department of Health (DOH) tentatively proposes to issue National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity from the Wiki Wiki Marine Mart project site, to receiving State waters, subject to special conditions to:

The proposed NPDES permit for the new discharge will expire five (5) years from the date of issuance.

The project is at 6919 Seldon Street, Marine Corps Base Hawaii, Kaneohe, Island of Oahu, Hawaii, TMK: (1) 44008:001 and as shown in the revised application, dated September 28, 2018.

The project consists of constructing the Wiki Wiki Marine Mart (convenience store) with associated paving, utility connections, and storm water Best Management Practices (BMPs). Construction activities include installation of BMPs, construction of lined channels and outlets of the permanent drainage system, construction of temporary swales and sand bag barriers to direct storm water to sediment traps, clearing and grubbing, mass grading, and post-construction landscaping. The permittee is responsible for the design, implementation, operation and maintenance of the Storm Water Pollution Prevention Plan to ensure that storm water discharges associated with construction activities will not cause or contribute to a violation of HAR, Chapter 1154; Chapter 1155; Chapter 1155 Appendices C. BMPs for storm water runoff and non-storm water sources will be implemented to minimize the discharge of erosion and other pollutants from entering receiving State waters.

The receiving water, Halekou Pond, is classified by the DOH as Class 1, Inland Water. It is the objective of Class 1 waters that these waters remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source. To the extent possible, the wilderness character of these areas shall be protected.

Persons wishing to comment upon or object to the proposed NPDES permits or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through email at: cleanwaterbranch@doh.hawaii.gov or by mail at 2827 Waimano Home Road, Room 225, Pearl City, Hawaii 96782.
Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch (CWB) office located at the 2827 Waimano Home Road #225, Pearl City, HI 96782.  Copies may be bought.  The public notice permit and rationale are also available on the internet at:

All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
