NOTICE OF AVAILABILITY
PROPOSED PLAN
SITE OT502 AND SITE OT503, KAENA POINT
SATELLITE TRACKING STATION, O’AHU, HAWAI’I
The United States (U.S.) Department of the Air Force (USAF) announces the public comment period for the Air Force Installation Restoration Program (IRP) Site OT502 and Site OT503, located at the Kaena Point Satellite Tracking Station on O’ahu, Hawai’i from 23 October 2018 to 22 November 2018.
The Proposed Plan includes no further action and site closure for Site OT502, and land use controls to address soil contamination for Site OT503. The USAF, in coordination with the State of Hawaii Department of Health, will select a final remedy for the site after reviewing and considering all information submitted during the 30-day comment period. This remedy was selected in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA), National Oil and Hazardous Substances Pollution Contingency Plan (NCP), the State of Hawai’i Department of Health (HDOH) State Contingency Plan Hawai’i Administrative Rules (HAR) 11-451 (HDOH, 2009), and Hawai’i Environmental Response Law under Hawai’i Revised Statute (HRS) 128D (HRS, 2010) guidelines.
