Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii
Department of Transportation, Highways Division propose the Freeway Management System,
Phase 2 project. This proposed project is a federal funded State of Hawaii Department of
Transportation project. It will be considered a federal action and undertaking, as defined by
Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
The project includes installation of 1) foundations, cabinets and poles for three traffic camera
locations; 2) foundation, cabinet and structure for a variable message sign; 3) conduits via
trenching and on structures to provide fiber optic communication and power; and 4) vehicle
detection devices on two new poles/footings and on two existing structures, specific locations are
shown on the figure.
The project is situated at various locations on Oahu, shown on the figure, and is entirely within
the State right-of-way. The Area of Potential Effect (APE) descriptions are 1) H-1 Freeway from
Kualakai Interchange to Kunia Interchange (approximately 47.0 acres); 2) Farrington Highway
and H-1 from Honokai Hale to Palailai Interchange (approximately 15.5 acres); 3) Kamehameha
Highway and Kalanianaole Highway from Halekou Interchange to Castle Junction then northeast
to the existing Pali Highway variable message sign (approximately 33.6 acres); and 4) the H-1
Freeway from Pali Highway to H-1 Kinau Off-ramp (approximately 2.6 acres).
Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian
descendants with ancestral, lineal or cultural ties to, cultural knowledge or concerns for, and
cultural or religious attachment to the proposed project area are requested to contact Mr. Neal
