NAVY INSTALLATION RESTORATION PROGRAM
NOTICE OF TIME-CRITICAL REMOVAL ACTION
STORM WATER SYSTEM, BUILDINGS 4 AND 304

The U.S. Navy is performing a Time-Critical Removal Action (TCRA) at two storm water system sites located at the Navy Munitions Command East Asia Division Detachment Pearl Harbor (NMC EAD DET PH), Joint Base Pearl Harbor-Hickam (JBPHH), Lualualei Annex, Oahu, Hawaii. Soil samples collected at the sites found concentrations of polychlorinated biphenyls (PCB), dioxin, chlordane, dieldrin, and lead at levels that require action to ensure protection of human health and the environment.

The U.S. Navy has decided to conduct a TCRA to address the contaminated soils to prevent movement of the soils. The extent of the soils of concern has been determined. These soils will be excavated and disposed of accordingly at a permitted facility.

All work is being performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), other applicable federal, state and local laws, regulations and policies, and Title 29 of the Code of Federal Regulations describing Occupational Safety and Health Standards.

The purpose of this notice is to inform the public about the environmental response.
